Position Summary

Under the supervision of the Public Utilities Director, the Water Distribution Supervisor is an administrative and working supervisory position responsible for the distribution of water service. The position is responsible for the operation and maintenance of water lines, water meters, and other related equipment of the distribution system. The employee in this position is required to have and maintain a State of Kansas Water Operator Certification and a valid Kansas Commercial Driver’s License. 

Essential Functions

  • Supervises, coordinates and participates in the inspection and repair of meters, connections, and main breaks ensuring all aspects of the system properly functions;
  • Responsible for the maintenance and care of the elevated water towers;
  • Maintains a variety of records relating to inspections and maintenance activity;
  • Determines the location of all utility lines from the appropriate sources prior to excavation;
  • Responds to complaints (i.e. leaks, pressure loss, no water, odor), evaluates situation and completes remediation;
  • Ensures proper maintenance of equipment by cleaning and checking equipment after use;
  • Drives trucks of various sizes and weights to load, haul and unload equipment or materials;
  • Supervises and participates in the making taps, installing new mains and services, disinfecting water mains and troubleshooting lift stations for repair;
  • Inspects and performs preventive maintenance on equipment;
  • Operates all construction and power equipment with efficiency;
  • Performs all duties in conformance to appropriate safety and security standards
  • Works as labor crew member in construction and maintenance projects, including pavement cutting, ditch digging, main and pipe repair, laying and backfilling;
  • Cuts, fits, lays, repairs, taps, cleans and flushes water and collection mains, pipes, gates and fittings, as needed for repair of mains and services, and installation of services and service taps; assists in shutting off broken sections of water main;
  • Performs GIS data acquisition pertinent to the City’s water distribution system;
  • Assists in preparing a departmental budget, preparing purchase orders, and monitoring expenditures;
  • Makes and assigns the work schedule for water distribution staff.

Marginal Functions

  • Performs routine custodial and building maintenance tasks;
  • Assists other City departments as needed;
  • Performs other related duties and responsibilities as required and/or assigned.

Position Requirements 

Experience:  Four or more years of experience working with and/or managing a water distribution system. Supervisory experience preferred.    

Education/Licenses:  High School diploma or G.E.D. equivalent. Must hold and maintain a State of Kansas Class Water Operator Certification. Employee is expected to work towards advancing to a Class III Certification or higher. Must have and maintain a valid Kansas Commercial Driver’s License and be an insurable driver by the City’s insurance carrier.

Technical Skills: A thorough knowledge of the technical and operational characteristics of water distribution systems. Knowledge of and ability to efficiently operate equipment, tools and materials used in water distribution system activities and services. Ability to organize, implement and direct water system operations and activities. Knowledge of federal and state laws and regulations governing water lines, their installation and maintenance. Ability to deal tactfully with other persons and to communicate effectively and clearly both orally and in writing. Ability to supervise, train and evaluate assigned staff.

Problem Solving: Frequent problem solving exists in this position. Problems include detecting water leaks in the distribution system and handling citizen concerns and complaints.

Decision-Making: Frequent decision making exists in this position. Decisions include determining the most efficient and timely repair of broken water lines and malfunctioning equipment. Decisions are made to prioritize projects.   

Supervision: Works under the general guidance of the Public Utilities Director and has supervisory responsibility over subordinate personnel.  

Financial Accountability:  Employee is responsible for budgetary control of the department and participates in preparation of an annual departmental budget. 

Personal Relations: Frequent contact with the general public, subordinate personnel, and staff of other City departments.

Working Conditions: Some hazardous working conditions may exist in this position relating to the operation of equipment and in the variety of maintenance and repair tasks performed. Adverse weather conditions when performing outside work is a factor. Work hours generally 8:00 a.m. to 5:00 p.m. with some overtime and/or on-call time required.

Physical Requirements: To perform the duties of this job, the employee must have fine and gross manual dexterity. Specific vision abilities required include close vision, color vision and depth perception. Ability to sit and stand for long periods of time. Ability to lift up to one hundred (100) pounds occasionally and up to fifty (50) pounds frequently. Ability to walk, bend, stoop, kneel and climb ladders and/or stairs.
