Position Summary 

Under the supervision of the Director of Public Works, the Lake Supervisor is an non-exempt position. The employee oversees and supervises the maintenance and management of a lake recreational facility. Employee works with community clubs and organizations in scheduling events and preparing the facility for use and is responsible for the maintenance and upkeep of the buildings and grounds. The Lake Supervisor is expected to perform manual labor tasks and equipment operation in addition to supervisory responsibilities. Employee should possess excellent communication and interpersonal relation skills. Ability to work independently with little direct supervision necessary and with performance being determined by productivity access and quality of work.

Essential Functions 

·         Schedules, trains, supervises and evaluates the work of subordinate personnel, promotes a positive work environment, harmonious relations and efficiency.

·         Checks weekly cash receipts report for accuracy and delivers receipts and report to the City Clerk’s Office.

·         Supervises and assists with the maintenance and repair of equipment, buildings and grounds.

·         Assists citizens with questions, concerns and complaints;

·         Purchases departmental supplies, equipment and vehicle repair parts, and maintenance materials;

·         Establishes short and long term maintenance needs and equipment replacement schedules;

·         Assists in preparing the annual departmental budget and 5-year Capital Improvement Plan;

·         Prepares and maintains annual budget, including capital projects, equipment purchases, facility improvements and personnel costs;

·         Actively promotes the lake and its recreational activities and facilities.

·         Assumes role as storm spotter, sounds sirens as necessary to warn Lake patrons.

Marginal Functions 

·         Assists other City departments and governmental agencies as needed;

·         Performs other related duties as required.

Position Requirements 

Experience:   Two to four years of similar or related experience is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.

Education/Licenses:  Graduation from high school or equivalent required. Additional technical training or related course work in supervision, parks and recreation management and equipment maintenance is desired.

Technical Skills: Thorough knowledge of facility and grounds maintenance, equipment servicing and repair and the ability to operate a variety of general grounds maintenance and heavy equipment. Ability to use hand tools and understand and follow standard office practices and procedures and City Ordinances. Must be able to communicate effectively over the phone, in writing and face to face, and possess excellent interpersonal skills.

Problem Solving: Problem solving is a factor in this position. This employee encounters a variety of problems involving customers, personnel, budget, mechanical repairs and building and grounds maintenance.

Decision-Making: Frequent decision making exists in this position. The employee makes decisions about scheduling and prioritizing work and the most economic, efficient and accurate method to perform daily job duties.

Supervision:   Limited supervision is required and job related decisions are reviewed through reports and contact with the Director of Public Works and the City Manager. Employee has responsibility over subordinate department personnel.

Accountability:   High level of responsibility for cash receipts from lake fees and related reports. Employee has direct control over departmental equipment, has the authority to make limited purchases and participates in the annual department budget preparation. 

Personal Relations: Daily contact with the general public, co-workers, supervisory personnel and periodic contact with a variety of boards and organizations.

Working Conditions: Adverse working conditions exist within this position. Exposure to heavy equipment, chemicals and all types of weather conditions is expected. Manual labor is required.

Physical Requirements: Manual labor, including lifting and carrying heavy objects and the ability to operate heavy machinery and maintenance equipment. Must be able to communicate verbally and in writing.
