The City of Maize is seeking to fill the position of Deputy City Manager. In November 2023, the City of Maize transitioned from a Mayor-Council-Administrator form of government to a Mayor-Council-Manager form of government with the hiring of a new City Manager. Maize is one of the fastest growing communities in the State of Kansas with a census population of around 5,735 in 2020 and is expected to grow to 10,000 by the middle to late part of this decade. Maize hopes to fill its management team with a versatile, motivated individual that is willing to commit to a team atmosphere. Maize is seeking an individual committed to being a part of the growth process both within the organization from an HR standpoint and externally through growth in the industrial, commercial, and residential sectors. A commitment to a culture of collaboration and cohesiveness is a must.

Candidates are expected to have a bachelor’s degree in business, public administration, or related field with a strong preference in having a master’s degree and/or related graduate certificates in a related field. Experience is required both working (3 years) and supervising (2-years) in public administration, human resources, or business-related setting. Status: Exempt, Full-Time Position 

Supervisor Title: City Manager 

Department: Administration 

Responsibilities:

  • Assists in the day-to-day management of all City Operations overseen by the City Manager including assuming the duties of the City Manager as necessary in their absence;
  • Assists in human resources coordination with all city departments including assisting in the recruitment, hiring, training, supervision, and evaluation of staff as assigned:
  • Assists City Manager in the development and enforcement of all laws, city ordinances, and the city policies and procedures;
  • Assists in the preparation of the annual city budget and capital improvement budget. Including but not limited to developing budgets for any assigned services areas and assisting in making budget presentations to the City Council;
  • Assists the mayor and city council and other city boards and committees as needed; attends City Council and other public meetings to assist and/or represent the City Manager as needed;
  • Supervises various city administrative staff or department level directors as assigned;
  • Works with the City Manager to disseminate critical public information via various public sources including through official media releases, blast e-mails, city social media accounts, city newsletter, and other relevant media sources;
  • Coordinates City activities and communications with state, federal, and regional agencies, City businesses and organizations as assigned;
  • Assists in management, financing, coordination of various city projects and outside commercial, residential, and industrial projects;
  • Participates in development of short and long-term city goals plans, programs, policies, and service delivery methods:
  • Assists citizens in resolving issues or concerns related to city government and services as necessary;
  • Assists in coordination and implementation of a city economic development plan and related initiatives;
  • Acts as a liaison with department heads assisting in implementing projects, policies and directives that may come from individual departments;
  • Formulation, writing, and administration of state, federal and private grant opportunities;
  • Performs other related duties as assigned;

Skills:

  • Working knowledge of principles and practices of local city government and Kansas Statutes as they apply to municipalities.
  • Ability to research, analyze and present data both in formal and informal public meeting settings.
  • Strong decision-making skills with and ability to resolve issues in a fair and equitable manner.
  • A working knowledge of Human Resource Best Practice Measures with a working knowledge of federal laws pertaining to employment law.
  • Working knowledge of Microsoft Office and other computer software necessary for the continued operation of municipal operations.
  • Strong work ethic and commitment toward attendance and punctuality.
  • Strong outgoing personality and ability/willingness to communicate clearly with both internal and external city stakeholders and partners.
  • Strong ability to comprehend and manage municipal finances.

Education:

  • Bachelor’s degree in business, public administration, human resource management or closely related field with an emphasis in public finance, accounting, or human resource management.
  • Master’s degree in public administration or related field is strongly preferred.

Experience:

  • Minimum three (3) years of experience in public administration, business, or closely related field is required. Experience in a state or municipal government setting is preferred.
  • Minimum two (2) years of progressive management and supervisory experience is required.
