Summary: Under the general supervision of the County Appraiser, this exempt position is responsible for professional and technical support of the Appraisal department and support functions for Harvey County. Work involves assisting the County Appraiser with the supervision and operation of the office, overseeing training programs, monitoring the status of real estate and personal property sections and report to the County Appraiser in order to meet State of Kansas Property Valuation Department timelines and quality control.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Review files, records, and other documents to obtain information to respond to requests.
- Complete research of property record information.
- Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, and address questions.
- Responsible for technical work and supporting staff with technical knowledge regarding appraisal responsibilities.
- Oversee and coordinate training programs, hours and classes for staff.
- Enforce and maintains compliance with state protocol and guidance.
- Enforce department policies and procedures.
- Prepares and completes reports.
- Conduct informal appeal hearings, which include data verification, research and a preliminary study of property under protest.
- Complete research of property record information.
- Monitor and review the status of both real and personal property valuation and progress in completing work plans according to state protocol and guidance.
- Oversee final review process and mailing of county valuation notices.
- Represent County Appraiser in official capacity when requested.
- Work to improve customer service.
- Work with other departments to ensure efficient and effective service delivery.

Marginal Duties and Responsibilities include the following. Other duties may be assigned.
- Complete splits and combos, entering addresses, entering permits into system.
- Answer telephones, direct calls, and take messages.
- Maintain and update filing, mailing, database systems, records, either manually or using a computer.
- Open, sort, and route incoming mail, answer correspondence, and prepare outgoing mail.
- Compute, record, and proofread data, land records, descriptions, and other information, such as records or reports.
- Type, format, proofread, and edit correspondence and other documents.

Supervisory Responsibilities:
Responsible for training, planning, leading, directing subordinate employees in completion of tasks, projects, assignments within the timeline and budget and to quality standards. Responsible for addressing complaints and resolving problems.

Qualifications:

Required Education and/or Experience:
Bachelor’s degree from four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.

Preferred Education and/or Experience:
Master’s degree or equivalent; or four to five years related experience and/or training; or equivalent combination of education and experience.

Language Skills:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:
Must possess strong computer skills that at a minimum include Microsoft Office Suite products including Word and Excel, Orion.
