Summary: Under the general supervision of the County Appraiser, this non-exempt position is responsible for the administrative, clerical and field support of the Appraisal department functions for Harvey County. Work involves gathering data for the purpose of property valuation, conducts field appraisal of properties, assists with research in valuation and appeal of property values, and responds to public inquiries.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Maintain and update filing, mailing, database systems, records, either manually or using a computer.
- Communicate with customers, employees, and other individuals to answer questions, disseminate or explain information, and address questions.
- Compute, record, and proofread data, land records, descriptions, and other information, such as records or reports.
- Type, format, proofread, and edit correspondence and other documents.
- Review files, records, and other documents to obtain information to respond to requests.
- Complete research of property record information.
- Conduct field appraisals of residential, agricultural, commercial, and industrial properties, which include property visits, data collection, analysis, and update of records.
- Analyze revised data and related changes required by new splits and combinations of properties, and determine land class and land use.
- Conduct informal appeal hearings, which include data verification, research and a preliminary study of property under protest.
- May assist in developing information relating to the valuation programs in KSCAMA, including investigation and verification of sales, income and expense modeling, and index and depreciation studies.
- Conduct final review of residential, agricultural and commercial properties prior to mailing of Change of Value Notices.
- Meet with taxpayer and taxpayer representatives for the purpose of answering questions, verifying data, and generally informing the public as to the purpose and function of the County Appraiser's Office.
- Work to improve customer service.
- Work with other departments to ensure efficient and effective service delivery.

Marginal Duties and Responsibilities

- Answer telephones, direct calls, and take messages.
- Type, format, proofread, and edit correspondence and other documents.
- Review files, records, and other documents to obtain information to respond to requests.
- Open, sort, and route incoming mail, answer correspondence, and prepare outgoing mail.

Required Education and/or Experience:
Field Appraiser I

  • High school diploma or equivalent and one (1) year of experience or training in a similar role.
    • Associate's degree preferred.
  • Must possess a valid driver's license.
  • Completion of IAAO Course 1 in the first 12 months of employment.

Field Appraiser II

  • Meets all minimum qualifications for Appraiser I.
  • Minimum of two (2) years of appraisal experience.
  • Completion of IAAO Courses 1 and 2 in the first 12 months of employment.
  • Agricultural appraisal course completion

Field Appraiser III

  • Meets all minimum qualifications for Appraiser II
  • Minimum of three (3) years of appraisal experience.
  • Commercial appraisal course completion.


Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with customers or employees of organization.

Mathematical Skills:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills:
Must possess strong computer skills that at a minimum include Microsoft Office Suite products including Word and Excel, Orion.
