Position Summary

High school diploma or GED equivalent required. One to three years of bookkeeping experience preferred. The employee in the position is required to have reliable transportation and a valid Kansas Driver's License. 

The Bookkeeper position involves the performance of varied accounting and clerical duties in the County Treasurer’s Office. This position also requires the application of standard bookkeeping procedures in the maintenance of the county’s bank accounts and financial records. The bookkeeper position maintains all bank balances and cash accounts and reports those to the County Treasurer on a regular basis and is subject to review by the County Treasurer and Auditor. May also include the functions of the Auto Clerk position.

Essential Functions

Bookkeeper

  • Comply with all county-wide and departmental policies and procedures
  • Balances and writes receipts for all incoming monies received by the County Treasure’s office and from the various county departments
  • Prepares all daily bank deposits
  • Prepares the bank and cash balances registers daily and balances with daily general ledger entries of Accounting Clerk
  • Assist County Treasurer in collecting insufficient fund checks
  • Figures balance of cash on hand and balances in all banks daily
  • Writes receipts for tax and auto cash drawers after County Treasurer and Deputy County Treasurer maintain and balance each. This eliminates Bookkeeper from counting own cash drawer
  • Assist in all apportionment distributions
  • Collects both delinquent and current tax

 

Essential Functions

Auto Clerk

  • Comply with all county-wide and departmental policies and procedures
  • Opens and process mail
  • Process car, truck, motorcycle, motorbike and trailer license renewals
  • Contact individuals to correct errors they have made
  • Process tax or tag refunds on computer, receive license plates and mark off registration
  • Total tags sold and taxes received by County Treasurer, Tag Department and County Appraiser
  • Total cash and checks from daily drawer
  • Reconcile daily transactions
  • Issue Custom Harvester plates
  • Issue Handicap placards, ID cards and plates
  • Check taxing unit for County Clerk’s office
  • Type title information for new vehicles or out-of-state transfers (counter only)
  • Maintain inventory records for all Auto Clerks with daily entries and order supplies as needed (if required by auto clerk/team leader)
  • Ensure supply of forms available (i.e. bill of sale, mileage statement, etc)
  • Maintain “Hold File” to ensure titles and assist customers in proper issuance of title (counter only)
  • Assists with filing and report preparations and collecting sales tax (counter only)
  • Issue, collect and maintain all records pertaining to antique vehicles (counter only)
  • Process verifications for banks and law enforcement
  • Keep records of personalized applications
  • Checks for delinquent personal property taxes throughout the state
  • Prepares vehicle reports with money collected and mail to Department of Revenue
  • Prepares various motor vehicle, recreation vehicle and sales tax reports (if required by team leader)
  • Prepares and works refund checks for tag and tax refunds
  • Balances sales tax collections monthly with general ledger and prepares State Sales Tax report (if required by team leader)
  • Prepares and balances lien holder and antique statements, payments & balance monthly (if required by team leader)
  • Does end-of-day VIPS report
  • Prepares quarterly payment billings and post quarterly payments as received (if required by team leader)

 

 

 

Marginal Functions

Bookkeeper

  • Cross trains with Accounting Clerk in some of the various duties required
  • Performs other duties as deemed necessary or assigned
  • Attends training seminars and classes as required by the County Treasurer
  • Works with State Motor Vehicle Department and Sumner County Sheriff Department in the collection of insufficient funds checks
  • Assists with tax collection when needed
  • Responds to public inquiries both in person and over the telephone
  • Orders departmental supplies under the direction of the County Treasurer.

Marginal Functions

Auto Clerk

  • Assisting the restocking of supplies and inventory upon arrival from the State
  • Assist customers with inquiries about personal property taxes and/or refers them to the Appraiser’s Office
  • Performs other duties as deemed necessary or assigned
  • Will be required to assist with Driver License
  • Attends training seminars and classes as required by County Treasurer

 

 

 

Bookkeeper/Auto Clerk

Position Requirements

 

Experience:   One to three years bookkeeping experience is required. One to three years experience working with the public. A general understanding of what vehicle registration consists is preferred. Strong math, spelling, typing, computer and 10-key calculator ability is necessary. Understand the team concept and be willing to be a team member

 

Education:  High school diploma or GED equivalent.  Technical degree or some college credit in bookkeeping or a related field is preferred. This position requires continuous education as the department of Motor Vehicle makes changes as the laws changed. Ability to train new employees is preferred.

 

Technical Skills: Knowledge of bookkeeping skills and computer applications. Ability to operate 10-key calculator, computer, photocopier and related office machines. Ability to ask questions regarding addresses and locate on map to correctly verify taxing unit. Knowledge of balancing daily reports. Knowledge of court papers dealing with descendent titles, name changes, marriages and divorces. Must be very patient and polite while dealing with irate people in resolving problems.

 

Problem Solving: Problems solving is required locating errors in relation to completion of daily and month-end balancing cash side with computer ledger. Assist public to understand registration procedures. Evaluate unusual problems and be willing to connect state help line for suggestions for solutions. Assist public with directions on absolving delinquent personal property tax problems prior to registration. Correcting mistakes on titles, wrong tax numbers on registrations, secure signatures needed on the title changes deal directly with Topeka to correct records in system.

 

Decision-Making: Some decision making responsibilities. Most task assigned are in accordance with standard bookkeeping principles. Use skills to recognize problems that should be referred to County Treasurer or State Motor Vehicle Department. Refer to law books that to resolve questions that arise

 

Supervision:   Bookkeeper works under little direct supervision. Work performance occasionally reviewed for bookkeeping procedures. County Treasurer directs and advises daily bank balances, securities and transfers. Must work well with other auto clerks and team leader

 

Financial Accountability:   Bookkeeper is not responsible for budgetary control of department and does not participate in the annual department budgetary process. Employee is accountable for proper recording and distribution of county cash records and transaction. Auto Clerk is accountable for balancing cash drawer each day and reconciling same with computer records for day’s business. For both sides of position, large amounts of cash are handled each day. Employee is responsible for obtaining proper ID for accepting checks.

 

Personal Relations: Frequent contact with county departments and contacts with the general public in person and over the telephone. Lists of contacts extend to financial institutions, with local businesses regarding proper licensing. Must work on a daily basis with employees of the local banks.

 

Working Conditions: Daily lifting and carrying of county cash drawers.  Some lifting and carrying of heavy objects (5 to 50 lbs) is occasionally required (copy paper and computer paper boxes). Susceptible to distracting noises and numerous conversations occurring at the same time. Subject to a variety of temperaments and attitudes by general public. Repetitive motion, frequent high mental and visual concentration required. Can at times be extremely stressful. Some adverse weather conditions when traveling to local banks.
