POSITION SUMMARY                                                                                                                                 

Under the supervision of the Street Superintendent, the Crew Leader is a non-exempt position under FLSA. Responsible for operations in the Street Division as directed by the Street Superintendent for the installation and maintenance of all city streets, alleys, and storm sewer collection systems. This employee should possess a strong mechanical aptitude, a background in construction and excellent communication, organizational, supervisory, and public relation skills.

ESSENTIAL FUNCTIONS

  • Leads, plans, trains, and review the work of staff responsible for performing a variety of skilled, semiskilled, and unskilled duties in support of the Streets Section operations and services including those involved in constructing, repairing, installing, maintaining, and cleaning streets, and channel maintenance systems; participates in performing the most complex work of the unit including the more complex maintenance assignments as well as administrative support duties.
  • Trains assigned employees in their areas of work including construction, maintenance, and repair methods, procedures, and techniques.
  • Oversees and participates in the use, care and operation of a variety of construction and maintenance equipment including but not limited to various heavy and light equipment such as: front end loaders, excavators, rollers, dump trucks, painting and striping equipment, hand and small power tools; performs minor adjustments and emergency repairs to assigned equipment; cleans, maintains, and properly stores tools and equipment.
  • Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.

  • Prepares and maintains records and reports of work performed; uses computer to access information and enter work reports and other data.
  • Reads, interprets, and explain directions, construction sketches and equipment manuals.
  • Responds to public inquiries in a courteous manner; provides information within the area of assignment/resolves complaints in an efficient and timely manner.
  • Utilizes proper safety precautions related to all work performed.
  • Constructs and repairs curbs and gutters by excavating with pneumatic and hand tools, building forms, mixing, placing and finishing concrete; patches streets and assists in paving streets and alleys.
  • Places traffic control devices and warning signs in accordance with the MUTCD and monitors traffic flow.
  • Installs and maintains street signs.
  • Paints roadway traffic striping, pavement legends, crosswalks, and curbs using airless paint sprayer and street striper.
  • Cleans, maintains and stores painting equipment.
  • Cleans storm drains, drainage ditches, and culverts.
  • Provides and participates in emergency responses which, while not all inclusive, may include traffic control for extended periods, continual and strenuous sandbagging, emergency repairs to public facilities, assisting with evacuations, etc.

·         Follows safety procedures and practices;

·         Follows department policies and procedures.

 

 

MARGINAL FUNCTIONS

  • Cleans and maintains equipment, shop, and grounds;
  • Assist with traffic control during special events;
  • Assists with cost estimation for projects;
  • Performs other duties as deemed necessary or assigned;
  • Assists other departments as the need arises.

CREW LEADER

POSITION REQUIREMENTS

Experience: Four years of Public Works construction and maintenance or similar experience required, and at least 1 year supervisory experience. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.

Education:  A high school diploma or GED is required. Continuing education in a related field is expected. This employee must possess a valid Class B Kansas Commercial Drivers License (C.D.L.) and have and maintain a good driving record.

Technical Skills:  A thorough knowledge of street maintenance and repair techniques, and construction techniques; ability to operate all department equipment; proficiency in fundamental mathematics is required, with ability to calculate quantities, prepare cost estimates, and so forth.   The ability to understand and anticipate problems, to follow department safety policies and procedures, and to interpret written instructions, maps, schematics, diagrams, reports and manuals is required. This employee should possess a strong mechanical aptitude, and excellent public relation, supervisory, organizational, oral and written communication skills.

Problem Solving: Limited problem solving is involved in this position. This employee encounters problems with equipment malfunctions, adverse weather and citizen complaints.

Decision Making: This employee is responsible for supervising work crews in the field and performing daily duties in the safest and most efficient manner possible.

Supervision:  This employee works under the direct supervision of the Street Superintendent. This employee will exercise limited supervision over full-time, part-time, Temporary and seasonal personnel.

Financial Accountability: This employee is responsible for the safe operation of department equipment, and efficient use of materials, supplies, equipment, and personnel.

Personal Relations:  Daily contact with the co-workers, supervisory personnel, and the general public.

Working Conditions: Adverse working conditions exist within this position. Exposure to hazardous chemicals, blood borne pathogens, heavy machinery, excessive noise, work in confined spaces, heights, and all types of weather conditions is expected.  Incumbents must be willing to work mandatory overtime when required; may be required to work nights, weekends, and holidays, as required in emergency situations.

Physical Requirements: Heavy manual labor including lifting and carrying objects and equipment, bending, stooping, climbing, standing for long periods of time, and the ability to operate departmental equipment is required in this position.
