Harvey County is seeking a highly qualified and experienced, approachable team leader who is responsive, engaged, and innovative in managing the County’s staff and resources. The ideal candidate will be a collaborative leader with executive management experience and the ability to bring people together resulting in outstanding morale and organizational culture. The new County Administrator will continually develop managers and will build a culture of trust among staff and the Board of Commissioners. The salary for the selected candidate is negotiable and competitive based on experience and qualifications. The County also offers an outstanding benefits package.
Harvey County, (pop. approx. 34,000), is a dynamic local government stretching 540 square miles in South Central Kansas. Under policy direction of the Board of County Commissioners, the County Administrator is the chief administrative officer directing and carrying out the policies of the Board of County Commissioners. The County Administrator is responsible for translating the direction of the Commissioners into action through its oversight of the delivery of all County services and countywide strategic planning. The County Administrator is responsible for effective administration of all governmental affairs of the County which legally may be placed in their charge and shall enforce resolutions, policies, rules and regulations adopted by the Board of County Commissioners.
Key Responsibilities:
• Operational Excellence: Lead and supervise County departments, promoting efficiency, accountability, and high-quality service delivery.
• Financial Oversight: Manage the County’s budget, oversee financial operations, and ensure fiscal responsibility.
• Intergovernmental Relations: Build and maintain strong relationships with federal, state, and local officials to advance County interests.
• Strategic Planning: Develop and implement long-term strategic plans for the County, aligning with community goals and priorities.
• Community Engagement: Foster collaboration with community stakeholders, including businesses, nonprofits, and residents, to address local needs.
Qualifications:
• Master’s degree or equivalent; and six to ten years related experience and/or training; or equivalent combination of education and experience.
• Extensive experience in public sector management, preferably at a county level.
• Strong financial acumen and knowledge of budgeting and financial reporting.
• Proven leadership skills, including the ability to motivate and inspire teams.
• Excellent communication and interpersonal skills.
• A deep commitment to public service and a passion for improving the quality of life for County residents.
