POSITION SUMMARY
This position is responsible to assist in the leadership, planning, and coordinating for the Road & Bridge Department, in collaboration with the Director; responsible for the bridge maintenance of the County’s road system infrastructure and oversees its operations and crews to ensure essential services are provided to maintain the public infrastructure to provide for public safety, health and welfare.
ESSENTIAL FUNCTIONS

• Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
• Directs the work of and manages subordinate staff. Participates in the selection of new employees. Provides training, instructions, and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge to the Commissioner.
• Provides leadership and management to all assigned staff.
• Operates heavy equipment and performs duties on a crew as necessary, including utility locates, troubleshooting issues with equipment, etc.
• Identifies staff development needs and notifies Director of training recommendations.
• Develops and administers department policies and procedures.
• Fields questions, concerns, and complaints from the public; discusses erosion and drainage issues with the public to facilitate solutions.
• Inspects and monitors County, State, and Local bridges for maintenance and repairs. Monitors budgets and organizes repairs.
• Oversees the day-to-day operational activities of assigned areas, including coordination of scheduled maintenance and construction, and responses to emergency situations and weather events. Monitors effectiveness of operations to provide adequate distribution of duties.
• Monitors weather and road conditions to determine if/when to dispatch crew members to perform plowing/salting/sanding functions during winter months of snow/ice conditions.
• Organizes and coordinates road construction and maintenance activities including bridge repair and construction and facility maintenance.
• Orders or requisitions materials or supplies, assists with bid specifications on projects and equipment.
• Locates, measures, and marks site locations or placement of structures or equipment, using measuring and marking equipment.
• Responds to emergency situations as needed and provides technical expertise to ensure that all aspects of the situation are handled in a proper and legal manner.
• Schedules and manages winter maintenance of (snow and ice removal) for County and the majority of all town roads within the County; handles related complaint calls.
• Assists in preparation of the Department budget as it relates to areas of operations; monitors and tracks budgets as well as project budgets; monitors unit costs of maintenance. Authorizes expenditures for activities, uniforms, equipment, staff, or other operational needs.
• Participates in long- and short-range Departmental planning; reviews progress and reports results.
• Reviews, verifies, and assists in coding timecards, crew reports, invoices, requisitions, and accident repair costs.
• Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
• Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents or personal injuries. May investigate incidents as assigned.
• Coordinates work needs with other management personnel.
• Assists crews on completing work as necessary.
• Oversees the review and issuance of utility permit requests, and monitors work.
• Submits utility locates for departmental projects.
• Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
• Associate’s degree from an accredited college in Construction Management or closely related field and five (5) years of progressive experience in transportation and infrastructure with two (2) years of supervisory experience. Bachelor’s degree in civil engineering preferred.
• Must possess a valid Class A CDL.
• Completion of OSHA 10-hr or 30-hr safety training, Work Zone Safety Training, MSHA, confined space, hazmat, forklift certification, first aid, and CPR, within timeframe specified by the County.
SUPERVISORY RELATIONSHIPS
Works independently with general guidance from the Director to ensure coordination of objectives and priorities of the department. Works under the guidelines of various Federal and State governmental regulations as well as under the County’s policies, procedures, municipal code, ordinances and various other regulations. Supervises assigned managers and direct reports.
KNOWLEDGE, SKILLS AND ABILITIES
• Comprehensive knowledge of principles and practices of highway and local government highway maintenance administration, methods, procedures, and related activities and services.
• Thorough knowledge of the occupational hazards of the work and necessary safely precautions.
• Knowledge of the Kansas Statutes and Transportation Administrative rules as they apply to and impact County, and State Transportation program areas.
• Knowledge of the basic principles and practices of civil engineering as applied to construction and maintenance of highways, bridges, and other related infrastructure.
• Knowledge of safe operations of heavy duty trucks and equipment.
• Knowledge of management and supervisory principles and practices, including program planning, budgeting, direction, coordination, and evaluation.
• Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
• Skill in operating equipment safely and efficiently.
• Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
• Skill in researching and understanding complex written materials.
• Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
• Ability to read and understand grade and alignment stakes set by others.
• Ability to establish and maintain accurate records of assigned activities and operations.
• Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
