The City of Coffeyville has an opening for Director of Electrical Generation. The primary functions of this position are to direct, manage, supervise, and coordinate the programs and activities of the Generation Division within the Electric Utility Department; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Director of Electric and Fiber Services and/or Deputy Director. The Director of Electrical Generation receives administrative direction from the Director of Electric and Fiber Services or in their absence, the Deputy Director and exercises general supervision over generation divisional supervisory and technical staff.
Essential functions of this job include: assuming management responsibility for all services of the Generation Division including planning, directing, assigning, reviewing and coordinating the operations of the electrical generation systems; ensuring compliance with state and federal regulations; ensuring compliance with the GRDA contract, assist staff with SPP Membership Agreement, and NERC compliance standards; manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including power plant operations and maintenance; recommend and administer policies and procedures; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Electric Utility Director and Deputy Director; implement improvements; plan, direct, coordinate, and review the work plan for operations and maintenance; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems; assist in selecting, training, motivating, and evaluating Generation Division operations and maintenance personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; ensure use of proper safety practices and equipment; oversee and participate in the development and administration of the Generation Division annual operations and maintenance budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; and implement adjustments. When required, serve as liaison for the Electric Utility Department with other City departments, divisions, and outside agencies; negotiate and resolve sensitive and controversial issues; serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; provide responsible staff assistance to the Director of Electric and Fiber Services; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Electric Utility programs, policies, and procedures as appropriate; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of electrical generation; respond to and resolve difficult and sensitive citizen inquiries and complaints.
This position requires the knowledge of: operations, services, and activities of a comprehensive electrical generation program; organizational and management skills to analyze programs, policies, and operational needs; modern and complex principles and practices of electrical generation; principles and practices of program development and administration; electrical generation theory, principles and practices and their application to a wide variety of services; methods, materials, techniques, and equipment used in the operation and maintenance of electrical generation facilities; recent development, current literature, and sources of information regarding electrical generation; principles and practices of municipal budget preparation and administration; principles of supervision, training, and performance evaluation; pertinent Federal, State, and Local laws, codes, and regulations. Ability to successfully perform the following is required: plan, organize, direct and coordinate the work of supervisory, professional, and technical personnel; select, supervise, train, and evaluate staff; delegate authority and responsibility; lead and direct the operations, services, and activities of the Generation Division; identify and respond to community and City Commission issues, concerns, and needs; develop and administer, divisional goals, objectives, and procedures; prepare clear and concise administrative and financial reports; prepare and administer large and complex budgets; analyze problems, identify alternative solutions, project consequences of proposal actions, and implement recommendations in support of goals; research, analyze and evaluate new service delivery methods and techniques; interpret and apply Federal, State, and local policies, laws, and regulations; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities of this position.
Successful candidate should have four years of increasingly responsible experience working in the administration, planning, and generation of electrical power and equivalent to an associate degree from an accredited college or university with major course work in electrical engineering or a related field. Typical work environment includes: electrical generation plant environment; exposure to high voltage, electrical energy, and computer screens. Physical requirements include: walking, standing and sitting for prolonged periods of time; ability to distinguish color; general manual dexterity; moderate or light lifting and carrying.
Pay for this position is based on experience and qualifications, minimum of $80,000/annually plus excellent benefits package including insurance, life insurance, KPERS retirement, deferred compensation offerings and more.
