Position Summary 

Under the administrative supervision of the Fire Chief, the position of EMS Divisional Chief is highly administrative and moderately technical. The employee in this position directs and supervises the clinical aspects of the Emergency Medical operations of the fire department serving Wellington and the surrounding area. The EMS Divisional Chief exercises considerable independent judgment in directing EMS function activities and has supervisory responsibility of the clinical aspects over all personnel performing those activities.

Essential Functions

?       Acts as primary EMS liaison to all area physicians, hospitals, the Kansas Board of EMS and other medical facilities;

?       Ensures department operations are in compliance with local, state and federal rules, regulations and guidelines;

?       Does research for appropriate Federal and State Grants for EMS;

?       Maintains clinical performance and auditing records, immediately addressing any matter of clinical or patient care complaint or concern received by stakeholders or the public;

?       Oversees the development of medical care protocols of the department in close association with the Medical Director and all area healthcare stakeholders;

?       Oversees, supervises and evaluates the clinical care of EMS staff;

?       Provides monthly reports to Chief on clinical performance, educational programs, and budget issues;

?       Works directly with the Medical Director in overseeing and defining the clinical care provided by EMS personnel;

?       Maintains professional development and continuing education for all personnel in EMS matters;

?       Maintains records to facilitate annual licensing of ambulances and the service;

?       Maintains supplies and orders supplies and equipment as necessary and within budget limitations;

?       Maintains control of controlled substances under the Federal and State guidelines;

?       Develops, coordinates, and maintains the Fire/EMS Infection Control program and serves as the designated Infection Control Officer.

Marginal Functions

?       Assists in the hiring and orientation of new employees;

?       Operates as Command Staff on major incidents and disasters;

?       Performs other related duties as required

Position Requirements 

Experience:   Five years progressive experience in Fire/EMS operations at the Paramedic level. Employee is expected to have acquired the necessary knowledge and skills to perform in a satisfactory manner after one year in the position.

Education/Licenses:  Current Kansas and National Registry Paramedic license. Any combination of education and experience commensurate with graduation from a four-year college with a degree in business or public administration, emergency medicine, fire administration or their equivalent is desired.   Possession of a valid Kansas Driver’s License.

Technical Skills: Ability to develop and use program and service plans. Working knowledge of EMS Protocols. Working knowledge of state and federal statutes and regulations. Ability to use personal computer.

Problem Solving: Frequent problem solving exists in relation to the daily management of function activities. Problems involve inquiries and complaints from citizens and medical institutions, issues concerning the provision of emergency medical services and policy recommendations to the Fire Chief and Medical Director.

Decision-Making: Frequent decision making regarding medical practices, and own operations within the parameters of established protocols and professional guidelines.

Supervision:   Under administrative supervision of the Fire Chief in a review of work results rather than daily decisions. Does not directly supervise EMS personnel, but reviews their work and directs following EMS protocols.

Accountability:   Responsible for budgetary control of own function operations.

Personal Relations: Frequent contact with citizens and staff members outside their own department. Works closely with other agencies, doctors and other EMS groups

Working Conditions: Normal office environment with occasional adverse weather conditions at emergency scenes.

Physical Requirements: Must be able to effectively communicate verbally in person, by telephone and in writing. Must be able to effectively use personal computer and operate a vehicle. Occasionally may have to treat and lift patients.
