Position Summary
Under the supervision of the Planning/Zoning/Environmental Health Director and Assistant Director. The Field Technician position involves the performance of various duties relating to the functions of planning, zoning and environmental health. The responsibilities of this position include the enforcement of planning and zoning laws and resolutions and enforcement of environmental codes. The person in this position conducts inspections at new construction sites, inspections of septic and water well systems and inspections involving environmental conditions. Duties are performed both in the field and in an office environment. Must have a desire to learn and plan.
Essential Functions
· Provides specifications for the requested construction by property owners/contractors regarding building/septic/water permits;
· Compiles and submits data for proper permitting;
· Performs staking inspections for new construction, periodic inspections during construction, and completion inspections;
· Performs follow-up inspections involving environmental issues;
· Performs soil evaluations to determine soil type to design/prescribe wastewater system for sites;
· Performs construction inspections for existing water and wastewater systems;
· Types up all permits issued;
· Performs inspections for property transfers in relation to water and wastewater systems;
· Attends monthly Planning Commission and Appeals Boards meetings;
· Assigns site addresses throughout the unincorporated areas of the County
· Performs related work in connection with supplying the Director and/or Assistant Director with the required information when necessary;
· Respond to public inquiries both in person and over the telephone;
· Collects permit fees from citizens;
· Schedules appointments and inspections.
Marginal Functions
· Performs other duties as deemed necessary or assigned;
· Attends training seminars and classes as required by the Director.
Position Requirements
Experience: Minimum of three years’ experience in drafting, engineering, mapping, environmental code enforcement, and computer hardware and software, i.e. word processing and spreadsheets is preferred. Employee is expected to have acquired the necessary information and skills between six months to one year in the position.
Education: High school diploma or GED equivalent. Technical degree or some college credit in engineering, drafting, agriculture, or a related field is preferred. Valid Kansas Drivers License required.
Technical Skills: Knowledge of Planning/Zoning/Environmental Health office duties and procedures. Ability to read, understand and explain regulations and requirements to the general public. Ability to communicate effectively, clearly and tactfully, both orally and in writing. Thorough knowledge of principles and practices of environmental issues helpful. Strong analytical, documentation and organizational skills.
Problem Solving: Moderate problem solving exists in relation to the daily performance of departmental functions and/or assigned tasks. Problems involve handling citizen’s complaints, determining property ownership of parcels and determining/locating property on various maps i.e. Floodplain, soil survey, and quadrangle-geological survey maps.
Decision-Making: Ability to assume responsibility and make decisions in the field work performed. Moderate decision making exists in this position relating to making recommendations for various permits after conducting on-site inspections.
Supervision: Work performance reviewed by the Planning/Zoning/Environmental Health Director and/or Assistant Director.
Financial Accountability: Employee is accountable for the proper collection and recording of fees relating to the Planning/Zoning/Environmental Health department services.
Personal Relations: Extensive contact with the general public and frequent contact with other County departments.
Working Conditions: Some hazardous working conditions may exist in this position relating to the operation of equipment and in the performance of field inspections. Adverse weather conditions are a factor in this position. General work hours will be from 8:00AM to 5:00PM with overtime hours occasionally required.
Physical Requirements: To perform the duties of this job, the employee must have fine and gross manual dexterity. Specific vision abilities required by this position include close vision, color vision and depth perception. Ability to lift up to one hundred (100) pounds; walk, bend, stoop, kneel and climb ladders and/or stairs.
