Job Summary

Responsible for improving the City’s administrative and financial systems and processes to help the organization work more efficiently, consistently, and in compliance with regulations. This position independently reviews how work is being done across departments, designs practical financial and operational solutions, and develops improved processes when current methods do not fully meet operational or regulatory needs. This position supports City-wide initiatives and helps strengthen the City’s long-term administrative and financial operations.


Job Competencies and Essential Job Functions

·         Build and improve administrative and financial systems and processes to help the City operate more efficiently and effectively.

·         Analyze cross—department operational and financial processes to identify root causes of inefficiencies and design integrated solutions that align with regulations, financial best practices, and City goals.

·         Evaluate, implement, and support software systems, including managing system changes, transitions, and staff adoption

·         Improve and streamline workflows, including moving processes toward digital and modern solutions.

·         Creates new administrative or financial processes when current procedures or policies do not fully address operational needs, while ensuring compliance with regulations and City standards.

·         Support the Finance Director with financial operations such as budgeting, reporting, financial analysis, internal controls, and process improvement.

·         Lead assigned administrative or financial projects as directed by leadership.

·       Work alongside the Finance Director to build knowledge and experience in municipal finance, strengthening operational readiness and continuity within the City’s financial functions.

·         Oversee the administrative and financial management of external and internal housing programs, including application processes, compliance, coordination with stakeholders, and required reporting.

·         Assist the City Administrator with special projects, organizational initiatives, and cross-departmental efforts.

·         Perform other duties as assigned.

·         Enforces compliance with federal, state, and local regulations

·         Interprets regulations, policies, and financial requirements and translates them into clear workflows, system configurations, and internal processes staff can follow.

·         Complies with all organizational and departmental policies

·         Operates required equipment/tools

·         Maintains confidentiality of sensitive information (oral, written, or electronic)

·         Consistent and reliable attendance is required; employees must report to work regularly, on time, and in accordance with their assigned schedule


Position Requirements and Qualifications

Education / Experience requirements:

·         Bachelor’s degree in Accounting, Finance, Public Administration, or Public Management or equivalent of experience and education.

·         Experience implementing new software systems, process improvement, or managing organizational changes preferred.

·         Two years of related experience in administrative, financial, or operational roles required.

Licenses / Certifications:

·         Certified Public Finance Officers (CPFO) preferred

·         Certified Local Government Finance Officer (CLGFO) preferred

Wage:

Salary range: $71,331.00-$112,748.00 

Knowledge, Skills, and Abilities:

·         Knowledge of bookkeeping, accounting principles, investments and mathematics

·         Strong time management and prioritization

·         Quick decision-making and sound judgment

·         Strong communication and problem-solving skills

·         Proficiency in math, spelling, computer use, and calculators

·         Advanced Microsoft Excel skills, including complex spreadsheets, advanced formulas, data analysis and reporting

·         High attention to detail

·         Ability to obtain knowledge of local laws and ordinances, bond regulations and budget preparation

·         Ability to combine financial, regulatory, administrative, and operational knowledge to solve complex organizational problems.
