The City of Park City is seeking a full-time, year-round Director of Recreation to lead and expand our community recreation programs, including overseeing our brand-new Outdoor Aquatics Center opening this Memorial Day!

This key leadership role reports directly to the City Administrator and will be responsible for:

·         Managing all operations of the Aquatics Center, including staff, admissions, concessions, and safety compliance

·         Developing and expanding year-round recreation programs for residents of all ages

Director of Recreation

Position Summary

The Director of Recreation is an exempt position under FLSA responsible for the development, administration, and oversight of the City’s recreation services, including the new Outdoor Aquatics Center and community recreation programming.

This position reports directly to the City Administrator and works closely with City leadership, staff, community partners, and residents to enhance quality of life through innovative, safe, and fiscally responsible recreation services.

A key responsibility for this position will be oversight of the Outdoor Aquatics Center. During the first year, this position will prioritize the successful opening, staffing, operation, and management of the Outdoor Aquatics Center, including supervision of pool staff, lifeguards, and concession employees. Concurrently, the Director will develop and implement a strategic plan for expanding year-round recreational programming for residents, utilizing both outdoor and indoor City facilities.

Essential Functions

Aquatics Center Management (Primary Focus – Year One)

  • Oversee all operations of the Outdoor Aquatics Center.
  • Schedule, supervise, and evaluate lifeguards, pool and concession staff.
  • Oversee daily operations including admissions, concessions, cash handling, and facility maintenance coordination.
  • Develop staffing plans and ensures appropriate coverage.
  • Schedule, supervise, train and evaluate staff.
  • Perform lifeguard or instructional duties when necessary.
  • Foster a positive and professional work culture.
  • Ensure a safe, welcoming, and customer-focused environment.
  • Ensure compliance with all local, state, and federal health and safety regulations.
  • Develop and implement emergency action plans and conducts safety drills.

Essential Functions (Cont.)

  • Plan, organize, and direct all operations of the Recreation Department.
  • Develop short- and long-term strategic plans for recreation programming and aquatics services.
  • Develop and implement diversified, year-round recreation programs for youth and adults.
  • Identify community needs and recreation trends to expand services.
  • Coordinate programming across City facilities and outdoor spaces.
  • Establish department policies, procedures, and operational standards.
  • Prepare, administer, and monitor departmental budgets and participates in the annual budget process.
  • Oversee purchasing of supplies and equipment.
  • Maintain inventory and is responsible for city equipment.
  • Establish partnerships with schools, civic organizations, and community groups.
  • Promote programs through marketing, social media, brochures, and public outreach.
  • Plan and coordinate community events and seasonal activities.
  • Provide regular reports to the City Administrator.
  • Attend City Council meetings, board meetings, and community meetings as required
  • Respond to citizen concerns, complaints, and inquiries.
  • Promote recreation programs to increase community participation.
  • Engage with residents in a professional and respectful manner.
  • Present information to civic groups and community stakeholders.

Marginal Functions

  • Assist other departments as needed.
  • Support special City initiatives and events.
  • Perform other duties as assigned.

Education and Experience

  • Bachelor’s degree in Recreation Management, Public Administration, Sports Management, or a related field preferred (relevant experience may substitute for education).
  • Minimum five (5) years of progressively responsible recreation experience.
  • Minimum three (3) years of supervisory experience preferred.
  • Experience in aquatics management strongly preferred.
  • Municipal government experience preferred.

Certificates & Licenses

  • Valid Kansas Driver’s License (or ability to obtain within 30 days).
  • CPR/AED and First Aid Certification (required or ability to obtain).
  • Lifeguard certification preferred.

Knowledge, Skills, and Abilities

  • Thorough knowledge of recreation program development and administration.
  • Knowledge of aquatics operations and safety standards.
  • Strong budget preparation and financial management skills.
  • Ability to recruit, train, supervise, and evaluate staff.
  • Ability to plan and implement community events.
  • Strong organizational and leadership abilities.
  • Excellent written and verbal communication skills.
  • Ability to resolve conflicts and address citizen concerns professionally.
  • Proficient in Microsoft Office and recreation management software.
  • Ability to analyze data and prepare reports.

Working Conditions

  • Work is performed in both office and outdoor environments.
  • Exposure to adverse weather conditions.
  • Exposure to pool chemicals and potential contact with bloodborne pathogens.
  • Requires evening, weekend, and holiday work.
  • Subject to call-backs during emergencies or facility issues.
  • Deals regularly with the general public, including upset or angry individuals.

Physical Requirements

  • Frequently required to sit, stand, walk, swim and communicate.
  • Frequently uses hands to handle equipment and computer systems.
  • Occasionally required to balance, stoop, kneel, crouch, or crawl.
  • Must be able to lift and/or move up to 60 pounds.
  • Must be able to safely operate a vehicle.
