COMPSTAT UNIT COORDINATOR

 

DISTINGUISHING FEATURES OF THE POSITION:

The fundamental purpose for this position is to conduct research, perform analysis of criminal information received by law enforcement officers and investigators within the department and to forecast criminal behavior through statistical analysis and crime mapping. The Coordinator will maintain responsibility of the CompStat program through intensive records keeping, data management, interpretation and pattern prediction of police department unit behaviors to responses to criminal activity, fleet management and other unit duties as assigned. Work involves extensive reading, report writing, data analysis and development of hypothetical links between criminals and crime groups. Reports, charts and maps are developed and disseminated, to be used as supporting information for planning criminal enforcement and other department actions. Direct supervision is received from the Deputy Chief of Police and is a member of the Support Services Unit.

ESSENTIAL FUNCTIONS:

·         Creates and formulates plans for the introduction and continued operation of the Police Department’s CompStat unit in cooperation with the Deputy Chief of Police;

·         Creates and maintains information for monthly CompStat review and accountability meetings by preparing data and providing analytical expertise for review with unit supervisors and the Executive Command Board;

·         Evaluates information, selects essential elements, and correlates new information with existing information;

·         Compiles information, analyzes findings, makes interpretations, and writes comprehensive reports based on this data;

·         Determines criminal associations and patterns of criminal activity relating to organized crime, white collar crime and major conspiracies;

·         Prepares maps, charts (link analysis, event flow analysis, activity charting), tables and other illustrative devices for visual presentation of data;

·         Conducts background research on criminals or suspected criminals under investigation through direct computer access or personal contact by secured criminal information databases and department records management systems.

·         Demonstrates seamless effort to improve operations through intuitive and independent decision-making abilities and skills. Must be willing and able to handle a potentially large workload which provides direct support to various and diverse police department units including patrol, investigations, community policing, training, fleet management and administration.

Required Knowledge, Skills and Abilities:

Knowledge of:

·         Research methods and techniques.

·         Heat mapping and crime scene mapping

·         Types of crimes and modus operandi associated with various types of criminal activity and the requirements needed to curb and cease such activity.

·         The requirements for intelligence file creation, retention, dissemination, open records requests and multi-unit and inter-agency cooperation.

Ability to:

·         Communicate in English by phone, in person, in a group,  one-to-one settings.

·         Read, analyze, interpret, and evaluate research findings and provide recommendations.

·         Organize and present accurate information in a logical sequence.

·         Prepare maps, charts, tables and other illustrative devices.

·         Work with computers and word processing software applications, mapping software and police records managements systems.

·         Work cooperatively with employees from other law enforcement agencies and City employees.

·         Perform basic and advanced statistical work, analytical research, and link analyses.

·         Operate a variety of standard office equipment.

·         Produce written documents in English, which clearly and accurately depicts logical and organized thoughts using proper sentence construction, punctuation, and grammar.

·         Enters and retrieves data or information from a terminal, PC or other keyboard device.

·         Remain in a sitting position for extended periods of time.

·         Work cooperatively without presenting a direct threat to incumbent or others.

EXPERIENCE AND TRAINING:
Ideal candidates will preferably possess two years of experience with a military or law enforcement agency compiling data, analyzing findings, creating maps from data, writing reports that indicate relationships between criminal elements and/or criminal enterprises. All candidates must possess a high school diploma or equivalent. An associate degree in criminal justice or related field is preferred; a bachelor’s degree in mathematics, communications, accounting and criminal justice is strongly desired.
