The Director of Housing and Community Development is responsible for the overall planning, administration and operation of the Housing and Community Development Department. The Director is charged with the development of policies and programs for the department. The Director is responsible for the regular development of a multi-year strategic housing plan for the City that includes recommendations for maintaining and increasing affordable housing, workforce housing and market-rate housing. The Housing and Community Development Department prepares documents and administers all other necessary actions to enable the City to receive any available public and private funds dedicated to housing and community development programs including oversight of expenditures of all funds for such programs and activities.

Essential functions include: Develop an overall vision and implementation strategy for housing and community development in the City; develop relationships with government officials, developers, interested community groups and other parties to create or enhance the Department’s programs; develop knowledge of local processes for securing capital, operating and service resources; land use regulations that impact supportive housing development, provide technical assistance to residents, property owners, developers, and contractors regarding planning, building, development, and/or program compliance matters, and supervise, train, and evaluate the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and regulatory requirements.

Any combination of experience and training that would likely provide the required knowledge, skills and abilities necessary for satisfactory job performance is qualifying. A typical way to obtain the knowledge and abilities would be: Bachelor’s or Master’s degree in public administration, urban planning, business administration, finance, accounting, community development or closely related field, or a minimum of 4 years of progressively responsible supervisory experience in one of the following areas:

  • housing development or management, program administration, policy design
  • lending or financial services, including knowledge of real estate loan procedures and practices
  • federally funded programs and with citizen boards
  • community development, capital improvements, and housing development and rehabilitation.
