Position Summary

 

The Registered Nurse I – Public Health under general supervisor of the Director and Public Health Supervisor provides public health nursing services to individuals, families and population groups. Nursing actions are directed toward the goals of prevention, assessment, risk reduction and health status improvements for individuals, families and communities. This position involves work in several service program including Vaccines for Children, WIC, Maternal Child Health. The employee in the position is required to have reliable transportation and a valid Kansas Drivers License.

 

Essential Functions

 

·         Performs public health nursing services in a clinical or outreach settings for family planning, immunizations, infectious disease control and maternal and child health under various service programs following State and Federal Guidelines.

·         Performs comprehensive individual and family assessment which include health history, physical assessment, growth monitoring developmental assessment, psych-social assessment, assessment of family functioning, assessment for for substance abuse or domestic violence issues, and assessment for basic needs including food, housing, income, resource and supports, and access to health care;

·         Performs referral and follow-up activities. Evaluates outcomes, effectiveness and make changes as necessary.

·         Reviews and evaluates immunization records;

·         Administers vaccines according to ACIP protocols;

·         Performs assessment, testing, screening and treatment services to clients utilizing approved protocols;

·         Collects and prepares lab specimens as needed and per established guidelines; and completes necessary documentation for lab tests; and assures proper handling, packaging and shipment of specimens.

·         Conducts epidemiological investigations, as assigned.

·         Prepares and completes all required documentation and reports relating to services provided;

·         Participates in Quality Assurance and Program Improvement (QAPI) processes.

·         Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, edcautional, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.

·         Completes required training in support of the duties and responsibilities of this position.

·         Performs public health emergency response duties as assigned and consistent with job classification and training provided in response to threat to the public’s health.

·         Abides by the Health Insurance Portability and Accountability Act of 1996 (HIPAA) including a confidentiality agreement;

·         Uses or discloses no more than the minimum amount of Protected Health Information (PHI) necessary and reasonable in the performance of job duties as defined by HIPAA, state law and\or departmental policy, whichever is stricter and will have access to the following PHI: Patent\Client demographic information, scheduling information, billing information, DX/Procedural information and Reports/Medical Reports.

 

 

 

Marginal Functions

 

·         Performs other duties as deemed necessary or assigned including those required to fulfill activities in support of public health  

        emergency operations.

·         Attends meetings and training seminars\classes as required by the Director and/or Supervisor;

·         May be required to cross train in other suitable county departments;

·         Identify Incident Command structure and role during an emergency;

Position Requirements

 

Experience:  One year of experience in the providing of nursing services preferred.  

 

Education: Licensed Registered Nurse in the State of Kansas. Employee shall possess and maintain training and/or certification as required by the State of Kansas to perform specific nursing services in Public Health. Valid Kansas driver’s license required.

 

Knowledge and Skills:  

·         Knowledge of core functions and essential service of public health.

·         Knowledge of public health nursing principles, procedures and techniques.

·         Knowledge of health care technology, equipment, supplies and materials needed for medical treatment

·         Knowledge of chart documentation requirements, medical records forms, State and Federal laws that govern release of health care information, patient consent.

·         Knowledge of relevant OSHA standards.

·         Knowledge of current recommendation of the Advisory committee on Immunizations Practices (ACIP) for vaccinations of infants, children and adults

·         Knowledge of current epidemiological data analysis and surveillance methods used in the management of communicable and infectious disease.

·         Demonstrates knowledge of ACIP guidelines to determine which immunizations are needed for an individual based on individual demographics and medical history.

·         Demonstrates knowledge of administration of vaccines to infants, children and adults.

·         Demonstrates knowledge of proper vaccine handling and storage.

·         Demonstrates ability to proficiently provide and perform direct nursing services.

·         Demonstrates ability to proficiently operate standard health care tools and equipment.

·         Demonstrates ability to maintain working relationships with diverse populations and cultures; ability to engage clients and families in a care plan.

·         Demonstrates effective communication skills both oral and written.

·         Demonstrates proficiency in use of computers, software and internet.

 

Problem Solving: Frequent problem solving exists in relation to the daily performance of patient care duties. Problems occur in the gathering of and verifying sufficient information to determine proper patient care.

 

Decision-Making: Moderate to extensive decision making responsibilities in the evaluation, developing and implementing of patient care plans. Typical decisions involve determining the proper nursing care based on recognized care standards.

 

Supervision:    Reports to Director and Public Health Supervisor. In absence of supervisor the RNI – Public Health employee may occasionally have supervisory responsibilities.  

 

Financial Accountability:   Employee is responsible for the proper handling of any funds and\or valuables encountered during the performance of their work. Employee is not responsible for budgetary control of department and does not participate in the annual departmental budgetary process.

 

Personal Relations: Daily contact with patients and general public.  

 

Working Conditions: Work hours generally 8:00 a.m. to 5:00 p.m.- Monday through Friday with some overtime hours required.  Adverse working conditions exist relating to the providing of health care. Hazardous and strenuous situations may arise in the performance of health care duties. Adverse weather conditions may be encountered when making home/site visits.

 

Physical Requirements: Must be able to be fitted and wear N95 Mask. Must have the ability to perform the strenuous activities that may be required in the performance of health care duties. Must have the ability to walk, bend, stoop, kneel, and climb stairs.   Between 20% - 30% of the time requires physical exertion to manually move, lift, carry or push heavy objects or persons of up to 50 lbs. independently and over 50 lbs. with assistance.
