Under the general supervision of the County Administrator, this exempt position is responsible for professional support of the human resource function for Harvey County. Work involves responsibility for a wide range of functions including employee recruitment, selection, retention, training, employee relations, compensation and benefit management, federal, state and local compliance, workers compensation, and managing payroll.

• Position provides employee orientations, including review of benefits and County policies.
• Administer the Employee Benefit Programs—Health, Dental, Life, Retirement, Deferred Compensation Plan, Cafeteria Plan, and COBRA
• Oversee personnel management—including records, files, salary, performance evaluations, and providing information to departments and staff to implement changes.
• Handle workers compensation claims, documents, and oversee insurance requirements
• Maintain records for County alcohol/drug testing program
• Conduct exit interviews and complete COBRA application and other changes in benefits
• Supervise, evaluate, and train department personnel
• Serve as designated agent for KPERS and KP&F Retirement
• Assists with other duties associated with being part of the Administration team.

Required Education and/or Experience: Master’s degree or equivalent; and one to five years related experience and/or training; or equivalent combination of education and experience.
