TAX CLERK III

Sumner County                                                                                         Treasurer Office

Pay Level 5 – Non-exempt

$11.14-$18.27 per hour

 

Position Summary

 

Under the general supervision of the County Treasurer, the Tax Clerk III position involves the performance of varied clerk duties in the treasurer’s office. This position requires the ability to work well under pressure from deadlines and influx of taxpayers and telephone calls regarding the collections of real and personal property taxes. Work is subject to review by the County Treasurer and/or Deputy County Treasurer.  This position is similar to Tax Clerk II, but requires additional experience. The employee in this position is required to have reliable transportation and a valid Kansas Drivers License.

 

 

Essential Functions

 

  • Complies with all county wide and departmental policies and procedures

  • Collect real and personal property taxes and records information in computer

  • Maintains record of delinquent taxes and notify Treasurer, County Counselor and tag office

  • Assist Treasurer in maintaining tax rolls

  • Assist general public in answering questions regarding property taxes


Mail tax statement to taxpayers and loan companies
  • Provide ample copies of tax statements as required

  • Assist Treasurer in preparing bankruptcy notices, note on tax rolls, maintain status information and notify County Counselor of outstanding claims

  • Receive tax protest forms

  • Receipts homestead payments

  • Prepare tax warrants and deliver to County Sheriff

  • Prepare 30 day delinquent notices

  • Provide list of delinquent real and state taxes to County Counselor for county tax sale

  • Reconciles bank account maintained by the County

  • Balances total apportionment with ledgers

  • Enters balances, receipts and disbursements to journals and ledgers

 

Marginal Functions

 

  • File and stuff envelopes as required

  • Research computer for inquiries regarding tax information

  • Computer maintenance of tax information regarding delinquent taxes, address changes, etc

  • Assist auto department with auto tags when required

  • Prepare various records for storage and disposal

  • Helps balance Tax, Drivers License and Tag cash drawers when necessary

  • Helps with Drivers License in the absence of the Drivers License Clerk

     

     

    Position Requirements

     

    Experience:   One to three years experience working with public and working with bookkeeping procedures and balancing cash drawer. Employee is expected to have acquired basic knowledge of job within six months. Most skills regarding tax records cycle with require one year

     

    Education:  High school diploma or GED equivalent. Technical degree or some college credit in bookkeeping or related field is preferred

     

    Technical Skills: Knowledge of basic computer skills. Ability to operate various office machines, i.e. calculator, computer, printer, interest calculator, typewriter, copy machine, fax machine and bar code wand

     

    Problem Solving: Problem solving is required to calculate interest on a per day basis. Ability to locate errors in balancing daily tax receipts and cash drawer

     

    Decision-Making: Some decision making responsibilities. Most tasks assigned are in accordance with state statues and county policy

     

    Supervision:   Little direct supervision. Work performance occasionally reviewed for accuracy in recording tax payments, delinquent tax payments, and tax report records

     

    Financial Accountability:   Employee is not responsible for budgetary control of department and does not participate in the annual department budgetary process or setting of county tax levies or calculating tax amount. Employee is accountable for proper recording of tax payments and delinquent tax records

     

    Personal Relations: Frequent contact with taxpaying public, abstract companies, other county departments including assisting County Counselor at tax sale time and contact with general public

     

    Working Conditions: This is a high stress position occasionally dealing with unhappy taxpayers regarding taxes and delinquent taxes. In November and May of each year the work level increases greatly and may require some overtime

     

    Physical Requirements: Some lifting and carrying of heavy objects is occasionally required (i.e., copy paper and computer paper boxes and transporting tax records to storage)
