Full-time position. Under the general supervision of the county administrator, this exempt position is responsible for the operations of the Emergency Management Department for Harvey County. Performs comprehensive emergency management program activities, which include mitigation, preparedness, response and recovery. May lead or assist with projects in many program areas, including disaster exercises, planning, public education, operations, public information, logistics, technology and equipment support, homeland security and training. 

Required Education and/or Experience: Master's degree or equivalent, or four-to-five years related experience and/or training, or equivalent combination of education and experience.

Preferred Education and/or Experience: Master's degree or equivalent, and one-to-five years related experience and/or training, or equivalent combination of education and experience.

Certificates, Licenses, Registrations: Driver's license, Kansas Certified Emergency Manager certification

Essential Duties and Responsibilities include: 

  • Enforce and maintain compliance with all federal, state and local laws and ordinances.
  • Develop and administer department policies and procedures, assist with the budget, and supervise, evaluate and train department personnel.
  • Perform public education, speaking and outreach when new projects are being implemented and for ongoing activities.
  • Develop and implement emergency management goals, objectives and priorities for the county-wide response in cooperation with agencies, departments and public input.
  • Coordinate emergency management programs and provide information and training to fire, EMS, law enforcement agencies, county/city officials, schools, medical facilities, civic groups, general public and other outside agencies.
  • Update and maintain the county emergency operations plan to ensure conformance with federal, state and local laws.
  • Oversee the management and coordination of disaster response and recovery activities in an emergency.
  • Manage Operations Center environment that may be staffed for extended periods of time.
  • Write grant application and administer emergency and homeland security grants awarded to Harvey County.
  • Participate in or lead the Local Emergency Planning Committee and maintain records of the Emergency Planning and Community Right-to-Know Law.

Other duties may be assigned.

Starting range is $69,610 to $80,090. Open until filled. First review of applications on Jan. 10, 2022.
