Director of Finance/Assistant Administrator - Harvey County

Full-time position. Under the general supervision of the county administrator, this exempt position is responsible for providing assistance and leadership for all aspects of budget and financial services, including budget preparation, presentation, monitoring, reporting and management. In addition, this position will assist the county administrator in a variety of ways to assure the County is operating efficiently and effectively.

Essential Duties and Responsibilities include: 

  • Enforce and maintain compliance with all federal, state and local laws and ordinances.
  • Develop and administer department policies and procedures.
  • Supervise, evaluate and train department personnel.
  • Supervise the budget and financial reporting for all aspects of county operations to include all funds, and control expenditures and provide input on revenue sources.
  • Provide overall financial management and oversight of budget, and prepare, manage and ensure compliance with all state and federal budgetary requirements.
  • Advise and regularly report on the County's current and projected fiscal condition, manage County investments in coordination with county treasurer, and direct and coordinate debt financing and debt service payments.
  • Serve as the County's risk manager and manage the County's property, liability and other insurance policies.
  • Research the type of programs, equipment, staffing and identify where operational efficiencies can be increased, and determine and recommend cost alternatives.
  • Support and respond to human resource issues and needs, including but not limited to, oversight of special projects such as policy and procedure development and adoption, updates and revisions to the personnel handbook, updates and adoption of job descriptions and pay plan implementation.
  • Serve as the County's liaison to boards and commissions, other governmental entities and partnerships, community organizations, private businesses and the news media as directed by the county administrator.

Other duties may be assigned.

Required Education and/or Experience: Master's degree or equivalent, and three-to-five years related experience and/or training, or equivalent combination of education and experience.

Preferred Education and/or Experience: Master's degree or equivalent, and six-to-ten years related experience and/or training, or equivalent combination of education and experience.
