Business Manager - Finney County

POSITION PURPOSE AND OBJECTIVES
This position is responsible for the efficient management of the FICO Department of Corrections grants and fiscal functions. Responsibilities include the collection, receiving, billing and recording of accounts receivable and payable and assisting the director in grant preparation. Assignments involve work of a confidential nature and require a thorough knowledge of the practices and procedures of the function, organization, policies and programs. This position is under the direct supervision of the Director of Operations for the Finney County Department of Corrections.
ESSENTIAL FUNCTIONS
1. Supervise assigned staff to assist Director in appropriate agency functions.
2. Train and supervise billing personnel and develop financial records for submission to Department Administrator and County Auditor.
3. Maintain accurate department personnel records, submission of personnel action forms and employee evaluations.
4. Assist in insurance billing and accounts payable when necessary.
5. Coordinate meetings, stakeholder events and JCAB meeting to ensure successful juvenile justice reform efforts are completed. Assist Administrator in program evaluation, changes and enhancements.
6. Assist Administrator with Quarterly and Year End Reports for Grants, Yearly Audits outcome data, grant research, grant review and preparation.
7. Monitor grant(s) including, grant files, condition for grants budget balances, and prepare fiscal quarterly reports and make payment decisions per grant application.
8. Coordinate with the State and Federal Grant Offices and prepare all correspondence with the Kansas Department of Corrections.
9. Maintain appropriate grant documentation for present and future grant submissions.
10. Assist with development of policies and procedures and maintain appropriate employee documentation to ensure grant compliance regarding allocations, equipment and supply usage.

SUPERVISORY RESPONSIBILITIES
Is responsible for assisting with the overall direction, coordination, and evaluation of a department or function. May carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include the following: training employees; planning, assigning, and directing work; addressing complaints and resolving problems.
MINIMUM EDUCATION AND EXPERIENCE
Associate's degree or equivalent from two year-college or technical school and one to two years related experience; or equivalent combination of education and experience.
PREFERRED EDUCATION AND EXPERIENCE
Bachelor's degree from a four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.
GENERAL QUALIFICATIONS

General knowledge of account practices
Ability to access, input and retrieve information from a computer.

Effective verbal and written communication, time management, organizational, analytical and interpersonal skills.
General knowledge of juvenile justice issues and reform.
Knowledge of operation of general office equipment, including computer, typewriter, fax, postage machine, calculator and copier.
Proficiency in Microsoft Word, Excel, Email and Internet use.
Proficiency in Quickbooks
Proven ability to organize and prioritize workload, work independently, and meet strict deadlines.
