Assistant City Administrator - City of Great Bend

Job Summary:
Under the direction of the City Administrator, performs highly responsible administrative and managerial duties assisting the City Administrator in the administration of local government; analyzes, recommends, and administers policies, procedures, programs, and budgets; assists in the oversight and planning, organizing, directing, managing, and coordinating activities of the City; This position is FLSA exempt.
Job Duties and Responsibilities:
A.
Assist
the City Administrator in directing the administration of the city government.
B. Supervises, directs, and evaluates the work of other departments as assigned by the City Administrator.
C. Prioritize and schedules work activities to meet objectives; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations.
D. Prepare detailed reports and presentations to management and elected officials
E. Assist with the long-range planning for the community and organization.
F. Participate in development and implementation of goals, policies, and programs.
G. Provides executive-level consultation and assistance to the City Administrator: Participates in developing and monitoring strategic plans; evaluates performance and effectiveness of current services, programs, and systems.
H. Monitor legislation affecting the City and communicates City position to legislators.
I. Assist with grant preparation and serve as grant administrator as needed.
J. Assist with bid preparation and selection process for various contracted services.
K. Represent and coordinate City activities with other cities, counties, governmental entities, and organizations regarding regional issues.
L. Receive and respond to complaints and requests for service to ensure follow-up with appropriate parties.
M.
Attend
meetings of the city council and other organizations and meetings as directed
by the City Administrator.
N. Completes special projects and duties as assigned by the City Administrator.
O. Serves as acting City Administrator at the direction of the City Administrator or City Council.
P. Performs other duties as assigned.
Qualifications:
Demonstrate knowledge of the practices, principles, and ethics of public administration.
A. Ability to communicate clearly and concisely, both orally and in writing.
B. Ability to plan, organize, staff, direct, coordinate, and evaluate programs.
C. Ability to establish cooperative and effective working relationships with governing body, city administrator, department heads, employees, media, and the public.
D. Ability to anticipate and analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
E. Ability to assist with the development of city policies, to prepare reports and budgets, to interpret data, and to understand manuals, articles, reports, and written instructions.
F. Ability to independently conduct special assignments and projects.
G. Ability to interpret, explain and enforce departmental policies and procedures.
H. Ability to prepare performance reviews, and address employee matters.
I. Ability to exercise independent decision-making skills in resolving issues and prioritizing department activities and goals.
J. Ability to interpret and apply Federal, State, and local policies, laws, and regulations.
K. Demonstrate working knowledge of computers and modern office practices.
L. Valid Kansas driver’s license required.
Education/Experience:
Requires
a minimum of a bachelor’s degree in public administration, Business Administration,
City Planning, or related field, with three (3) years of similar or related
experience. A master’s degree in the
above areas is preferred. Or any equivalent combination of education, training, and
experience which provides the requisite knowledge, skills, and abilities for
this job.
Working Conditions:
Work is predominantly inside an office setting with computer work the primary aspect of this job. Involves prolonged sitting and possible eyestrain. May involve some lifting, pulling, pushing, carrying, handling, seeing, hearing, listening, and talking. Requires instances of working outside in all types of weather, as well as some evenings. Position requires a valid Kansas driver’s license.
