This position deals directly with the public, developers, contractors, and City staff. The employee must demonstrate a knowledge of general community development principles to assist the Department in implementing the City’s zoning regulations, subdivision regulations, and site plan review standards.


ESSENTIAL FUNCTIONS OF WORK
•Provides customer service and serves as primary point of contact for residents, business owners, and members of the development community for all inquiries pertaining to the land development process in the City of Andover
•Manages planning & zoning application intake and facilitation, including but not limited to project tracking, internal communication management, and applicant correspondence
•Serves as Review Coordinator for all development review cases, including reviewing applications for completeness
•Prepares legal notices and adjacent property owner notices for public hearings and ensures publication within legal timeline requirements
•Assists in preparation of agendas, prepares staff reports, and conducts research projects as assigned
•Provides Staff support to various boards, committees and commissions, including but not limited to: City Council, Planning Commission, Board of Zoning Appeals, and Site Plan Review Committee
•Performs other duties as required


KNOWLEDGE, SKILLS & ABILITIES
•Knowledge of the basic principles of planning, zoning, and land management
•Excellent communication skills both orally and in writing
•Ability to read and interpret basic City code and ordinance language
•Proficiency in the use of Microsoft Word, Excel, and PowerPoint is required; proficiency in ESRI ArcGIS, BlueBeam Revu,iCompass, and Accela Civic Platform desirable
•Ability to develop and maintain effective working relationships with associates, employees of other departments, and representatives of other organizations
•Skill in using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions and approaches to problems
•Ability to solve problems using a balance of technical competence, creativity, and research


QUALIFICATIONS
•High School Graduate or GED, required
•Bachelor's Degree in planning, public administration, geography, social sciences, or related field, preferred


PHYSICAL REQUIREMENTS
•The ability to express or exchange ideas by means of written and verbal communications•Capable of typing, computer operation, and communication by telephone•Occasional maximum lift of 20 lbs from floor to waist; occasional forward reach; occasional crouch/bed; continuous bilateral hand coordination; continuous sit or stand; occasional walk.
