Summary: Under the direct supervision of the Health Department Director, this exempt position is responsible for oversight, fiscal support and creativity to all department programs; as well as maintaining fiscal management, grant reporting and tracking of multiple departmental and grant budgets. Position involves considerable independent responsibility for the coordination of the fiscal and operating affairs that are in support of the Health Department operations. Duties involve responsibility for the performance of moderate to complex fiscal administrative tasks in development, examination, review or analysis activities related to the fiscal management of the Health Department funds and expenditures with the latitude for the exercise of independent judgment in carrying out assignments. Responsible for medical bill process, in addition to all grant budget development processes and the Health Department fiscal policies and procedures.

Essential Duties and Responsibilities include:
- Serve as the department’s primary point of contact on all financial matters.
- Regularly monitor compliance of fiscal requirements for all departmental grants and participate in the annual financial and compliance audits.
- Coordinate preparation of external audit materials and assist auditors as necessary during annual audit.
- Make recommendations for major purchases and expenditures.
- Direct and participate in department cost analysis and rate studies.
- Prepare statements and reports of estimated future costs and revenues.
- Perform monthly general ledger maintenance and prepares necessary journal entries.
- Monitor charge posting, billing, and collection operations for compliance with established policies, regulations, procedures and standards.
- Account for medical billing special adjustments, and/or write-offs.
- Work closely with and be knowledgeable about operational characteristics and procedural requirements of third party medical insurance payers.
- Assist with yearly cost analysis and fee schedule maintenance.
- Represent Harvey County Health Department at meetings with billing partners, client hospitals, and other related organizations.
- Develop and deliver organized communications to Health Dept. Director regarding proposed changes, developments, and opportunities affecting the front office, billing and other activities assigned.
- Serve as electronic health record/billing system (EHR) administrator.
- Responsible for incorporating EHR changes as they are integrated into the department.
- Run monthly, quarterly and semi-annual reports for management and appropriate grant administrators with assistance from other administrative team members.
- Assist in the development and maintenance of policies and procedures as related to Medical Records confidentiality as it relates to liability issues, as needed.
- Responsible for Health Department payroll management. Oversee department timecard submissions to the County offices and track grant and
- Responsible for the maintenance and administration of the Harvey County Health Department’s monies; all payables and receivables.
- Maintain a thorough fiscal knowledge of all Health Department programs in order to provide and coordinate appropriate support.
- Responsible for development and maintenance of the policies and procedures as related to Fiscal Management.
- Coordinate with IT for new grant budgets for set-up in central finance system.
- Evaluate data pertaining to costs and revenues for budget development and monitor the implementation of all budgets and keep management apprised of key trends and issues of concern.
- Develop and maintain methods for fiscal monitoring; maintain financial records of the department by funding source. Track, monitor and report potential fiscal problems to Director.
- Prepare monthly and quarterly fiscal reports for grant reporting purposes and generate necessary financial reports for grant applications.
- Assist in analyzing departmental operating procedures and various phases of organization and administration; assist in preparing and revising administrative procedures.
- Participate in department management meetings and development of new grants and community health assessments.
- Coordinate department’s annual inventory for computer equipment, supplies, and fixed assets and review reports for accuracy.
- Coordinate with County Administration for departmental insurance to assure liability coverage for department.
- Review, write, and coordinate facility janitorial maintenance contracts.
- Oversee procurement of all purchases for all programs.
- Develop and maintain departmental inventory of equipment and supplies.
- Provide troubleshooting assistance for the Health Department office equipment and maintenance program(s).

Required Education and/or Experience: Bachelor's degree from four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.

Preferred Education and/or Experience: Master's degree or equivalent; or four to five years related experience and/or training; or equivalent combination of education and experience.
